Certificate for Clearance under BSTI

Clearance Certificate-import

Bangladesh Standards and Testing Institute (BSTI) issues Clearance certificate to the importers for the products under the “List of mandatory products” once the shipment arrives on the Bangladeshi port (s).

Steps are described below:

  1. BSTI Inspector inspects the warehouse in the port/warehouse for the local manufacturer after receiving the application from the importer/manufacturer.
  2. Sample Sealing by the Joint-Signatures and issuance of the Sample Submission Letter.
  3. Deposit of the sealed sample in the BSTI Laboratory.
  4. Testing the sample in the Lab and issuance of the Test report.
  5. Evaluation of the report for final approval.
  6. Issuance of the Bill for Govt. fees.
  7. Govt. fee deposit by the importer/applicant.
  8. Clearance certificate issued by BSTI.

Required Documents and Place of Submission

  1. Trade License – updated
  2. Letter of Credit (LC) copy
  3. Commercial invoice copy
  4. Bill of lading (BL) – copy
  5. Import Registration Certificate (IRC) – copy
  6. Radiation Test Certificate – for powdered milk/food products
  7. TIN Certificate & Tax return submission proof – copy – updated
  8. Country of Origin Certificate – optional
  9. MSDS – Optional
  • Required documents may vary depending on the type of product.
  • Products must comply with specific BDS number. BDS is a book for specific product category (e.g., Face wash, Milk Powder, Helmet, Skin Cream etc.) where the acceptance limits, permissible limits and compositions are found.

Govt. fees:

Test Fees: Depends on the specific product type/chemical profile. Varies product-to-product (as per the Lab schedule of BSTI)

Marking Fees (License fees): For Imported products: 0.10% of the total CIF value as declared on the commercial invoice and the Bill of lading.

Local Manufacturers have to pay a marking fee based on the Ex-Factory price (0.07% for Fruit items and 0.10% for other product types)
