Packaged commodities rules (PCR) are the regulations and guidelines for the packaging of the products under the jurisdiction of BSTI. BSTI controls and regulates the labeling as well as the texts for the packaged products inside Bangladesh with the regulations of Commodity Packaging Rules published on 23-NOV-2021 and the amendment on 30-JUL-2025.
The Packaged Commodities Rules (officially updated as the Commodity Packaging Rules, 2021) are crucial before importing goods into Bangladesh because non-compliance results in immediate seizure of the shipment, customs refusal, or hefty fines at the port of entry. Bangladesh Customs and the Bangladesh Standards and Testing Institution (BSTI) use these rules to tightly regulate retail transparency and public safety.
Purpose: This refers to the strict legal framework—such as the Bangladesh Standard Weights and Measures (Commodity Packing) Rules—that dictates how packaged goods must be labeled and sold in the market.
Mandatory declaration: Under these guidelines, BSTI mandates that all product packaging must display specific information including net weight, manufacturing date, expiry date for foods, cosmetics, maximum retail price (MRP), and the importer or manufacturer’s contact details.
